The Do Not Disturb mode must be disabled.
If you have your iPhone set to Do Not Disturb mode, any incoming calls will be sent to your voicemail, and you will not be aware of any notifications.
What do you need to do to turn off Do Not Disturb?
When Do Not Disturb is turned on, open the Control Center from the upper right-hand corner of the screen (iPhones with Face ID) or the very bottom of the screen (iPhones without Face ID). If you see a Moon icon that is white and purple, it means Do Not Disturb is on. Select the icon to turn it off.

Open Settings and select Phone -> Call Forwarding. Disable the switch next to Call Forwarding.
